Principles and Guidelines for the Repayment of Migrant Worker Recruitment Fees and Related Costs

Over the last four years Impactt has worked with partners to facilitate repayment of over US$111 million in recruitment costs to over 86,000 migrant workers employed by 210 companies, acting both for employers and for other supply chain actors. We’ve used this experience to develop a set of Principles and Guidelines for the Repayment of Migrant Worker Recruitment Fees and Related Costs. 

In 2024, we published Version 2, following three years of testing the Principles and Guidelines in real world situations, combined with ongoing expert stakeholder engagement with expert international NGOs.

The principles and guidelines outlined in this document are underpinned by the UN Guiding Principles on Business and Human Rights (UNGPs) and the OECD Due Diligence Guidance for Responsible Business Conduct.

These can be used by employers, labour recruiters, buyers, investors, governments, public employment agencies, regulators and enforcement authorities, auditors, NGOs, CSOs, as well as trade unions or worker representatives when investigating and implementing repayment of historic migrant worker recruitment fees and related costs.
